I want to use a DVI to VGA cable and a VGA to S-Video converter.

Step 4 - Configure this solution. 
You will need to consult the directions that come with the VGA to S-Video converter you buy.

Generally you need to connect the VGA cable from your computer to the converter and a S-Video cable from the converter to the TV. The 3.5mm to RCA cable connects to the speaker out on your computer and into the audio right/left on your TV. Tune your TV to the channel used by the converter (usually 3 or 4) and start your computer.

CRT TVs won't be able to display much better than a 800x600 pixel desktop so you may need to adjust your desktop resolution for the best results.
